The FLUENCY Committee was a joint working party, established by MI5 and MI6 in November 1964 to investigate the penetration of both services (ref 1, p.510). Peter Wright served as chair (ref 1, p.510). Other members included MI5 and MI6 counterintelligence officers who reported to the director of D Branch in MI5 and the head of counterintelligence in MI6 (ref 2, p.232). According to Wright, these were Alec MacDonald and Christopher Phillpotts in around 1965 (ref 2, p.276).
