The Interagency Weaponization Working Group (IWWG) was initiated by US Director of National Intelligence Tulsi Gabbard in April 2025. According to Gabbard, it is intended to deliver accountability for ‘the Biden administration’s prolific and dangerous weaponization of government agencies against the American people and the Constitution.’1 Others have described it as steering ‘President Donald Trump’s drive for retribution against his perceived enemies.’2

History

On the day of his second inauguration in January 2025, President Trump issued an executive order mandating the Attorney General and the Director of National Intelligence (DNI) to carry out reviews as part of ‘a process to ensure accountability for the previous administration’s weaponization of the Federal Government against the American people.’3

Attorney General Pam Bondi announced the formation of a Weaponization Working Group within the Department of Justice hours after she was sworn in on 5 February.4

On 8 April, DNI Tulsi Gabbard announced the formation of the Directors Initiatives Group (DIG), described as a ‘Task Force to Restore Trust in the Intelligence Community and End Weaponization of Government Against Americans’.5 In the same month, Gabbard initiated biweekly meetings of the Interagency Weaponization Working Group, bringing together a number of federal departments and agencies.6
