Rowley’s successor, Denis Payne was the first DCI drawn from MI5 and his tenure was perhaps the most controversial of the whole Troubles, encompassing the failure of the Sunningdale Agreement, and Operation Clockwork Orange, episodes which contributed to claims that MI5 was working against the Labour Government during Harold Wilson’s second term.
